Siegfried Kircheis or Walter von Schönkopf? He looks too young to be the latter, although I can't seem to remember Kircheis suiting up for battle in the Gaiden OVAs. Plus the suit colour is more of an ivory like the Rosen Ritter rather than the grey Imperial suits. Without an actual helmet it's hard to pin his identity down.
