Radbruch was an Imperial noble who was part of the cabinet of the Goldenbaum 'legitimate' government-in-exile on Heinessen.

In January 799 UC (1 NIC / 490 IC / 3599 CE), he took part in a meeting of the cabinet of the Imperial 'legitimate' government on Heinessen, during which he yelled at Baron Hosinger for suggesting that they could trade Kaiser Erwin Josef II to Reinhard von Lohengramm in exchange for their own security. After the fall of the Free Planets Alliance to Lohengramm's forces during Operation Ragnarok later that year, Radbruch was presumably arrested along with most of the other legitimate government members.
