Graham Eberd Noel-Baker (Japanese: グレアム・エバート・ノエルベーカー) was a junior secretary serving in the Alliance High Council Secretariat during the Rebelo Administration. When the New Galactic Empire occupied Heinessenpolis at the end of the Second Alliance–Imperial War, Imperial troops, in the name of Reinhard von Lohengramm, demanded to inspect the High Council Legislative Assembly Chamber only for Noel-Baker to issue a rejection letter stating that Reinhard, a self-proclaimed emperor, had no legal rights to inspect the chamber. He refused to retract that statement even after being threatened by the Imperial troops making the demands. (LOGH: 'The Edict of the Winter Rose Garden')

Legacy
Graham Eberd Noel-Baker was one of the idealistic government officials that still held to the original founding ideals of the Alliance. Their passive resistance to the New Galactic Empire angered Imperial troops but Reinhard von Lohengramm praised them and declined to punish them, saying that if they had not been confined to middle or low ranking positions the Alliance would not have perished.
