Count Ruge (Japanese: ルーゲ) was an Imperial noble who served as minister of justice during the reign of Kaiser Friedrich IV. A contemporary of finance minister Duke Eugen von Castrop, he investigated the duke's abuse of his position to siphon off Imperial funds into his private accounts and described it as "splendid hocus pocus".
