Brutal tactics

I was reading the novel Dawn, where Rudolf's fight agains Main Street Pirates is narrated, and I noticed that the nature of his methods actually is addressed. More than to the weapons used, it appears that brutality referred to the fact that he destroyed the ships and corrispondent crew even if they were willing to surrender, or quoting directly "even those who whised to surrender and face trial were incinerated along with their ships". This detail isn't disclosed in the animated series, wich remains vague and allows the speculation reported in the page, but I'm wondering if and how we should include the informations of the novels.
