The War Orphans Act was initiated in the Free Planets Alliance some time prior to 794 CE. Apparently, this act arranged foster-homes for war orphans with active-duty soldiers. Presumably, this was done due to the FPA's social services being overburdened with a surplus or war orphans, and/or lacking the budget to accommodate the ever-increasing number of orphans.
