Birth of the 13th Fleet (Japanese: 第十三艦隊誕生) is the 3rd episode of Legend of Galactic Heroes (OVA).
Summary: In Heinessen (capital planet of the Free Planets Alliance), a memorial for the soldiers who died at the battle of Astate is held.
