Jochen von Remscheid (Japanese: ヨッフェン・フォン・レムシャイド) was a former Imperial high commissioner to Fezzan who established himself as the prime minister of the 'legitimate' government-in-exile on Heinessen.

History
In 796 UC (487 IC / 3596 CE), Remscheid, as the Empire's high commissioner to the Dominion of Fezzan, was informed by Adrian Rubinsky about the large-scale invasion of the Empire which the Free Planets Alliance was planning. He reported this information to Odin. (LOGH: 'Invasion of the Imperial Territory')
During the Imperial Civil War, he most likely supported the Lippstadt League to some extent as he believed strongly in the Imperial system. After the victory of Reinhard von Lohengramm and his supporters in the civil war, he refused to ally himself with Reinhard and elected to move from his official residence. He selected a place about a half day away from the capital to a home in the rural Izmail District.
From that remote isolation, Count Remscheid met with Rupert Kesselring and agreed to take part in a plan created by Rubinsky to form a Goldenbaum government-in-exile in the Alliance. Two former Lippstadt officers, Alfred von Landsberg and Leopold Schumacher, managed to kidnap the young kaiser, Erwin Josef II, and fled via Fezzan to the Alliance with Remscheid. There, in 798 UC (489 IC / 3598 CE), he announced the creation of a "Galactic Empire Legitimate Government" with the aim of countering Lohengramm and restoring the Goldenbaum Dynasty's power. Remscheid led the 'legitimate' government on Heinessen until 799 UC (1 NIC / 490 IC / 3599 CE), when the Alliance was invaded by the Empire in Operation Ragnarok. The count committed suicide when surrounded by Imperial troops while most of the other government members were taken into Imperial custody.
