Clarification: labor camp?

Wondering where the labor camp identification comes from. The novel indicates Altair VII was just a regular colony world, where the colonists held serf status and were made to work as laborers by the nobles; a labor camp implies that they were prisoners of some sort, which makes the presence of children odd.
