Maximilian Josef II
From Gineipaedia, the Legend of Galactic Heroes wiki
Maximilian Josef II (Japanese: マクシミリアン・ヨーゼフ2世) was the 23rd kaiser of the Galactic Empire. He was the 2nd son of Friedrich III, and born to a mother of the lower nobility. As a result of this family background he was not initially expected to be in the line of succession, and his sickly elder brother Gustav was Crown Prince. His father was grooming his 3rd son, Grand Duke Herbert, to eventually replace the sickly Gustav, and gave Herbert command of the punitive expedition to conquer the newly contacted Free Planets Alliance in order to give Herbert a chance for military glory. The expedition unexpectedly was decisively defeated causing Herbert to fall from favour, which was followed shortly later by the death of Friedrich III. In the subsequent political turmoil Friedrich III's half-brother temporarily succeeded to the throne, followed by the short 100 day reign of Gustav. Fatally poisoned by one of Herbert's followers, the dying Gustav directly placed the crown upon his younger brother's head. Maximilian Josef II was half blind as a result of also being poisoned by one of Herbert's followers. He was named both, "The Seer" and, "The Rebuilder." His reign was a period of enlightened rule. He swept away the plots, corruption, injustices that had prevailed since the late years of his father's reign. In particular he was noted for stopping further enforcement of the notorious Inferior Genes Exclusion Act though it remained technically in effect. In this albeit incomplete fashion, he did strive to improve the life of Imperial subjects, and his sympathy for them might have been due to his own earlier misfortunes.
