The early life and career of Horst Sinzer are both unknown. In 796 UC (487 IC / 3596 CE), as a Captain, Sinzer was assigned as a staff officer of Siegfried Kircheis after the latter received his fleet command. Sinzer accompanied Kircheis in his trip to Iserlohn Fortress to sign an agreement of a prisoner-of-war exchange between the Galactic Empire and the Free Planets Alliance in January 797 UC (488 IC / 3597 CE) and participated in the Imperial Civil War later that year. After the untimely demise of Kircheis in September 797 UC (488 IC / 3597 CE), Sinzer was transferred to the Mittermeyer Fleet as a squadron commander with the rank of Rear Admiral. His first action under Wolfgang Mittermeyer was during the end of the Eighth Battle of Iserlohn in May 798 UC (489 IC / 3598 CE), where he was involved in a brief skirmish against two subunits of the Yang Fleet which were pursuing the defeated remnants of the Kempff Fleet and Müller Fleet. In December 798 UC (489 IC / 3598 CE), Sinzer participated in the annexation of the Dominion of Fezzan as part of the first Ragnarök Operation, which was followed up by the Battle of Rantemario in February 799 UC (1 NIC / 490 IC / 3599 CE). Later that year in May, he also participated in the invasion of the Alliance capital planet Heinessen, which brought about an unconditional surrender from the Alliance, ending the Alliance–Imperial War. By 800 UC (2 NIC / 491 IC / 3600 CE), Sinzer was promoted to the rank of Admiral and participated in the Battle of the Corridor in May and the Second Battle of Rantemario in November. His career thereafter is unknown. (LOGH: 'The Battle of the Corridor: End of the Campaign', 'Live by the Sword...')

In the original novels (Volume 1, Chapter 9), Sinzer actually participated in the Battle of Amritsar on board Kircheis' flagship, which is not shown in the animated adaptation, and his rank of Commodore during his first appearance in LOGH: 'Before the Storm' is presumably a promotion as a result of the Imperial victory in the Battle of Amritsar.
